Appropriate Adults DPS – 1015

The Appropriate Adults (AA) DPS has been developed with the National Appropriate Adult Network (NAAN) and will enable those who commission Appropriate Adults Services within the Police and Crime Commissioners, Youth Offending Teams, Adult Social Care and the local authorities to access a compliant route to market, from a wide range of service providers.

The Service is for children or vulnerable adults (as defined by PACE Code C) who are detained in police custody or voluntary interview as a suspect, when a referral is made by the police.

Providers on this DPS will either provide AA Services for Children or Vulnerable Adults or both.

Providers have also indicated which regions within the UK they are able to provide their service to. Please refer to the Provider tab for more information.

Throughout the life of this DPS there will be open rounds for new Providers to join providing they pass the mandatory minimum selection criteria, set by YPO.

Effective Appropriate Adult practice requires high-quality training. NAAN offer training to providers whether its initial training for brand new recruits or refresher for experienced practitioners, they can help with a range of AA training options based on the NAAN and Youth Justice Board (YJB) national standards. Customers are expected to undertake their own further competitions and NAAN has provided a specification template which is available to support those commissioning this Service, to consider all aspects.

A Dynamic Purchasing System (DPS) is an electronic system established to purchase goods, works or services which remains open throughout its duration for the ongoing admission of suppliers/providers meeting the minimum selection criteria and allows pre-qualified suppliers/providers to participate in customer’s further competition for in scope services.

Benefits of using the DPS:

Flexibility to respond to changes in the market and offer local suppliers/providers and SME’s the opportunity to bid and be awarded to the DPS.
Providers not meeting the minimum standard for admittance onto the DPS can resubmit.
Reduced timescales – customers do not need to run a full OJEU procurement if procuring via the DPS.
Assured provider standards – providers appointed onto the DPS are ‘pre-qualified’ as to their general suitability.
Volume and increased leverage in the market.
Pre-defined terms and conditions – when awarding contracts customers have the option to use YPO’s call-off terms and conditions as established and previewed by eligible suppliers/providers, their own terms, and conditions.

• Advertising the further competition on YPO’s e-tendering portal – ProContract, and full administration of the process, including clarification log management
• There are three ways to run a further competition via ProContract
1. YPO can administer the full end-to-end further competition process
2. Request temporary access to ProContract and run the further competition yourself or with our support

		Child Action Northwest is a registered charity providing services and support to disadvantaged children and young people. 		The Appropriate Adult Service (TAAS) has been providing appropriate adult services since 2001. Our commitment is to provide a cost-effective and reliable service 24 hours a day, 7 days a week. We have an outcome focussed approach and are committed to ensuring all referrals to the service are responded to within a very short response time. In 2020 we supported over 40,000 vulnerable detainees in over 600 locations around the UK. We provide the highest level of recruitment checks and vetting and our appropriate adults undertake a comprehensive and detailed training course, and are all supported by managers with combined experiences of over 30 years in AA work.

		Potton Kare Services (PKS) is experienced in working with Local Authority’s to provide support to families, children and young people since 2012. PKS delivers a variety of package of support, to families including but not exclusive to: Appropriate Adult Services, Intensive Family Support, Drug and Alcohol misuse, Court Support, Crisis Intervention as well as many others within the South East and London region. PKS are also able to support the Youth Offending Teams (YOT) when required.

		Allbrite Medical Staffing Ltd is a leading provider of health and social care services in the Northeast of England. Registered with the CQC, we deliver high-quality, regulated care services. We also work with Local Authorities to provide services under the Deprivation of Liberty Safeguards (DoLS) regulation. Our trusted Appropriate Adult Service is delivered by a dedicated team of well-trained and experienced professionals, ensuring vulnerable individuals receive compassionate and compliant support service. 		Clarima Ltd, trading as Gracious Haven, provide specialist advocacy support services in East and West Midlands to meet the needs of children and vulnerable people during challenging times. 		Nini Social Care Services CIC provides high-quality Appropriate Adult and social care services across the UK. Our average response time for new referrals is within 10 minutes, ensuring timely and effective support when it’s needed most. All our staff undergo rigorous recruitment and enhanced DBS vetting, and receive comprehensive training tailored to the demands of the role.
