The business impact of long unread water meters

Water billing is a simple process: your meter consumption is measured through regular meter readings, and charges are calculated accordingly. However, for many public sector organisations, this is not the reality. A significant proportion of meters remain unread for prolonged periods – often exceeding twelve months – creating what are termed “long unread meters” (LUMs). This issue creates operational inefficiencies and financial difficulties, posing challenges for retailers, wholesalers, and customers alike.

Why LUMs are a problem

• Inaccurate bills: Without regular reads, charges are based on estimated consumption, leading to inaccurate costs.

• Leaks go unnoticed: Unread intervals increase the likelihood of hidden leaks, potentially resulting in mass water loss before detection.

• Operational blind spots: Retailers and wholesalers lose valuable insights into consumption patterns, limiting their ability to manage supply effectively.

• Potential penalties: If LUMs persist, costs may escalate and eventually be passed on to customers, as retailers will no longer be able to absorb the impact.

Why not just read the meter?

Meter reading is not always straightforward due to several common challenges:

• Difficult to locate: Meters may be obscured or buried underground.

• Equipment faults: Devices may be broken, damaged or experiencing malfunctions.

• Access restrictions: Some meters are situated within vacant or locked properties.

• Safety concerns: Certain locations may be hazardous or prone to restricted access.

Different meter types and read frequencies

Not all meters are treated the same, and the definition of a long unread meter (LUM) depends on its type:

• 80mm water meters: These are checked monthly. Wave makes three consecutive attempts over three months. If all fail, the meter is logged as LUM.

• Half‑yearly meters: These are read twice a year. If two attempts are unsuccessful, the meter becomes LUM since a full year’s worth of valuable data is missing.

Customer responsibilities and challenges

Sometimes the issue isn’t the meter itself but access or cooperation:

• Safeguarding concerns: For example, schools may restrict access to certain areas, making metering reads difficult.

• Non‑response: Customers may not reply to supplier requests for meter readings.

• Missed appointments: A read may be scheduled, but if no one is present to provide access, the attempt fails.

• Locate your water meter to ensure accurate readings and effective monitoring.

• Submit a reading regularly to avoid estimated bills and maintain accuracy.

• Prevent delays by responding promptly to supplier requests or scheduled appointments.

• Explore smart metering options which provide consistent data and improve efficiency.
