The introduction of Awaab’s Law marks a pivotal moment for public sector housing and community health. Named after Awaab Ishak, a two-year-old boy who tragically died in 2020 from a respiratory condition caused by severe mould in his family’s social housing flat, the law is designed to ensure that such preventable tragedies never happen again.

This legislation places clear legal responsibilities on social landlords — including housing associations and local authorities — to act swiftly when tenants report hazards such as damp, mould, or unsafe conditions. Beyond compliance, Awaab’s Law represents a wider shift in public sector culture: one that demands stronger accountability, faster action, and above all, education-driven change.

What Awaab’s Law Means for the Public Sector

Under Awaab’s Law, social landlords must investigate and repair hazards within strict timeframes, beginning from October 2025. The law is being implemented in phases:

• Phase 1 (2025): Covers damp, mould, and emergency hazards — requiring landlords to investigate and make issues safe within 24 hours.

• Future phases (2026–2027): Will expand to include additional health and safety risks, such as fire, electrical hazards, and structural concerns.

The law will be embedded as an implied term in tenancy agreements, giving tenants enforceable rights and making failure to act a legal breach.

This creates a new level of accountability for housing providers and local authorities — not just operationally, but strategically. Compliance isn’t only about responding to repairs; it’s about embedding knowledge, processes, and proactive learning across every level of the organisation.

Why Education Matters in Preventing Future Tragedies

The story of Awaab Ishak highlights that awareness and training are as crucial as policy. Many housing staff and contractors across the UK face complex decisions daily — identifying hazards, assessing risk, prioritising repairs, and communicating effectively with tenants. Without consistent, high-quality education, the system breaks down.

Procurement and housing leaders must now look beyond the legal minimum and consider how upskilling their workforce can prevent issues before they become emergencies.
Ongoing compliance training — including eLearning on damp and mould recognition, housing health standards, and tenant engagement — is central to ensuring staff act quickly and confidently. In many cases, staff at the front line are the first to see warning signs. Giving them the knowledge to identify, escalate, and manage hazards could save lives.

Key responsibilities include:

Embedding legal timeframes into contracts and service-level agreements (SLAs).
Ensuring that maintenance providers, surveyors, and housing officers are adequately trained and certified.
Procuring digital learning solutions and resources to ensure compliance training reaches all relevant staff.
Monitoring performance and maintaining transparent data on response times, repairs, and tenant outcomes.

Using training solution frameworks can streamline this process, allowing organisations to access pre-approved training and compliance partners that meet public sector standards.

Challenges Ahead

Implementing Awaab’s Law will not be without challenges. Many public sector landlords face resource pressures, skill shortages, and aging housing stock. Meeting tight deadlines for inspections and repairs will require new systems, improved communication channels, and well-trained teams.

There’s also the issue of cultural change. Compliance can’t be a box-ticking exercise — it must become part of the organisational mindset. Frontline staff, managers, and procurement teams all need a shared understanding of their roles in protecting tenant wellbeing.
Education, again, is the bridge between legislation and lived reality. Regular refresher courses, online compliance modules, and shared best-practice resources can help ensure that everyone — from housing officers to contractors — knows what to do and when.

While Awaab’s Law directly affects housing, the principles behind it resonate across the wider public sector, including education, health, and local government. The law reinforces a universal truth: when staff are educated and empowered, public services perform better.

In schools, councils, and care environments, the same principles apply. Timely action, awareness of health and safety standards, and proactive communication can prevent harm and protect lives. A culture of learning and accountability ensures that services not only meet compliance requirements but also deliver real social value.

Preparing for Awaab’s Law — Practical Steps

1. Audit your current processes - Map how hazard reports are received, tracked, and resolved. Identify bottlenecks or areas where response times could breach legal limits.

2. Train your teams - Provide training for housing officers, contractors, and procurement staff on the legal obligations, early warning signs of damp and mould, and escalation processes.

3. Review supplier and contractor relationships - Update contracts and framework agreements to include Awaab’s Law compliance clauses and clear response time expectations.

4. Invest in reporting systems - Use digital platforms that record hazards, automate alerts, and track response times for transparent, auditable evidence.

5. Communicate with tenants - Ensure residents know how to report issues and what to expect in terms of timelines and communication.

Education as the Cornerstone of Compliance

Awaab’s Law is not just a legal milestone — it’s a moral one. It enshrines the idea that everyone deserves a safe home, and that organisations must act quickly when lives and health are at risk. But compliance alone isn’t enough. True prevention begins with education, awareness, and a skilled workforce.

By investing in staff training, fostering a learning culture, and embedding clear accountability, public sector organisations can ensure they are not only compliant with Awaab’s Law but are leading the way in creating safer, healthier communities.
